Ministry’s policy on teacher transfers

THE Education Ministry would like to refer to the letter by “Depressed Teacher”, under the heading Three years and no transfer yet (StarEducate April 15).

The policy on teacher transfers is similar to other services and is based on the option or subjects taught.

Staffing vacancies also depend on each state’s Management Expenditure Estimate (Anggaran Belanja Mengurus).

For J-Qaf teachers, this depends on the teachers’ contract.

Applications to states which have no vacancies or options will not be approved as the emoluments are based on their Management Expenditure Estimate.

The ministry needs to prioritise students’ welfare over the teachers, as a lack of teachers in a state could affect its transformation and capital development plans.

The states with no vacancies as of Dec 31, 2011 are Perlis, Kedah, Penang, Perak, Pahang, Kelantan and Terengganu.

The ministry will consider all transfer applications, particularly from teachers affected by critical illnesses such as cancer and heart conditions.
